This page is for people who are already part of a Choice Collective. Here you’ll find clear information about how your Collective works, what you can expect from Enliven Community, and how to have your say.

Being part of a Choice Collective means you’re part of a group of people who share some supports and make shared decisions together — like who provides your support and how it’s delivered. Enliven Community’s Choice Collective Facilitators are here to make sure everyone’s voice is heard and that your group’s choices are respected and acted on.

Why participate in a Choice Collective?

We hope you are excited to be part of a Choice Collective!

A Choice Collective is a group of people who live in the same building or on the same property and who share in-home supports. Together, you share the cost of support. You also, together, form a group to make decisions together about the supports you share.
Through this, you can experience genuine choice and control, collaboration, develop skills and confidence, and build your community.

You choose how much you want to be involved in the Choice Collective. If you can’t attend meetings, there are other ways to contribute. If you chose not to participate at all, decisions will be made without you. The Facilitator will keep you informed about any upcoming key decisions and outcomes. We encourage you to chat with your Facilitator to learn more about the service, and let them know exactly how you would like to be involved. Even if you choose not to participate, your Facilitator remains available to you any time if you change your mind or have a question.

Why participate in a Choice Collective?

At Enliven Community, we are proud to stand at the forefront of innovation in the disability sector, as the creators of the Choice Collective Facilitator role (known more broadly across the sector as the Shared Support Facilitator).

We are thrilled to see growing recognition and enthusiasm for this role, including in the NDIS Review recommendations, which calls for the NDIS to commission “Shared Support Facilitators” to help people who share housing or living supports have a genuine say in how those supports are organised and delivered. This alignment with national reform confirms what we have long believed: that facilitation is essential for genuine choice and control for people who share disability supports.

 

We are proud to have pioneered this approach and continue to champion its development across Australia — ensuring that the voices, needs and preferences of participants remain at the heart of every shared living arrangement.

 

Enliven Community is registered with the Australian Charities and Not-for-profit Commission (ACNC).

What can a Choice Collective do?

Being part of a Choice Collective means you and the other members of your Collective get to work together to

  • Provide feedback to your shared providers that multiple of you are experiencing
  • Have a real say about the services and supports you receive
  • Make real and important decisions together, like who your shared support provider is
  • Keep your shared providers accountable to deliver service at the quality you expect
  • Build and share knowledge about your rights and options, and ensure your services support this.
  • Take action! Work with your providers to share ideas and improve services
  • Review whether your current provider is the right fit, and if not, chose one more suitable

Can someone support me to participate in the Choice Collective?

Absolutely. If you would like a friend or family member, or anyone in your life, to support you to come to Choice Collective meetings, read through information, make decisions, or support you in any other way, that’s absolutely OK.

This is your Collective – where the group makes decisions about the supports you pay for through NDIS, and that you receive. Anyone supporting you is welcome and appreciated. It’s important to remember that their role is to support you in your decision-making and participation and they should always act only in ways that represents your experiences and decisions

It is up to you how they are involved in supporting you. We will be guided by you – you can let your Facilitator know if you would like them invited to meetings, to receive emails, or however else you would like them involved. We will also talk to you about any relevant legal guardianship arrangements we should be aware of.

What is the difference between Enliven Housing and Enliven Community?

Enliven Housing is your SDA manager or your Property and Tenancy Manager, or both. They will talk to you about things like your rent, and any repairs needed for your property. Your Tenancy Officer is from Enliven Housing.

Enliven Community supports the group of people who share supports to make decisions about the shared supports. Your Choice Collective Facilitator will help your Choice Collective with any information and support you might need to make decisions together.

Enliven Community supports the group of people who share supports to make decisions about the shared supports. Your Choice Collective Facilitator will help your Choice Collective with any information and support you might need to make decisions together.

Enliven Housing and Enliven Community provide different services and specialties to you. We are both part of the Enliven Group, but are separate organisations and teams, and we manage your information confidentially between the two organisations:

  • Enliven Housing only shares information with Enliven Community based on the ‘Consent to Exchange’ form, and only if you signed it.
  • Enliven Community only share information with Enliven Housing that you give us permission to, unless we are legally required to do so, such as for your safety.

How does Enliven Community work with my shared support providers?

To support you to shape your supports from Enliven Housing and your shared onsite provider, they need to be involved and informed on your feedback and preferences! But we will only share with them what you ask us to.

When you have feedback about a provider, with your consent your Facilitator will share this with your provider, then have a follow up meeting to check their understanding. You are welcome to send a representative to this meeting, and request to see the meeting minutes.

 
You may choose to invite your provider to your Choice Collective meeting. Often having everyone together, but with the Facilitator there to ensure everyone gets a chance to share and be heard, is the fastest way to making change.

Are my conversations with Enliven Community confidential?

We know that some people aren’t comfortable speaking up to their provider. But your feelings and experiences are important, and you have the right to your services suiting you.

That’s why any feedback you or your Choice Collective tells your Choice Collective Facilitator is confidential – we will only tell your provider your concerns if you want us to, and we won’t use names to tell your provider who said what, unless you ask us to. This way, you can tell us what you want your provider to change, and we’ll let your provider know without knowing who exactly from your Collective felt that way.

The only exception to this is when there’s concern for your safety or wellbeing – it is our responsibility under the NDIS Code of Conduct to let someone know.

Choice and Control Charter

You might be invited to create a Choice and Control Charter, or what we shorten to a CCC.

A CCC is an agreement between the three parties: the Choice Collective, Enliven Housing and the Shared Onsite Support Provider (SOSP). The three of you, with the support of your Choice Collective Facilitator, work together to agree on how you will work together and what good service looks like for this group.

We are proud of this innovative Charter we designed through consultation with NDIS participants and support providers.

The aims of the Charter are:

  • To ensure the Collective has an equal seat to providers in decisions made about them
  • That the relationship between the housing provider and the support provider are clear to the Collective, including what information they might share and how
  • That everyone has the chance to workshop, collaborate and negotiate on what good quality support looks like to address the Collective’s preferences
  • For the Collective to have a written commitment – the Charter – from the providers about how they will communicate with the Collective and provide their services. This way, the Collective members have something to hold their providers accountable, supporting their self advocacy.

What is Enliven Speak Up! ?

The Enliven Speak Up! platform is a secure online platform where you can report a concern to get support or to have something fixed. This is also a space when you can suggest innovative ideas. Enliven Speak Up! is a safe and secure space. Anything you share is encrypted and kept private. You can choose to speak up with your name or stay anonymous.

You may have been introduced to this platform by your Choice Collective Facilitator. You can use this to give feedback, ideas, or mention when something doesn’t seem right about Enliven Community, Enliven Housing, or anything else in your home.

Your report will go to an external team to Enliven (the Resolve team) to provide you with a safe space to speak up. You can submit your report 24 hours, 7 days a week here.

  • Resolve will preserve your anonymity
  • You control who is authorised to read and respond to the matter
  • Your data is kept secure, encrypted and de-identified
